Need Urgent Help/Advice

My roomates have a poodle mix and a blue heeler. The heeler was abandoned at a hotel in Odessa when one of the roomates was there for training for a job and he brought him home. He's been here about 2 or 3 months and usually is okay. However twice, now, he has "flipped out" and attacked Jack the poodle mix. I don't just mean a little bit. Fortunately we were able to seperate them in time. Also, last night he squated and peed on the roomates foot that brought him home. He is in serious danger of being taken to the pound or put down. It's not my call and after having to pull him off jack twice tonight for attacking unprovoked I'm not arguing really loudly. Still I hate to see it happen as 90% of the time he is incredibly sweet. He was neutered before they got him. Jack is not, but he's not the one being aggressive. I'm at a loss as to what to tell them. Any advice at all? Proffesional training isn't really an option due to the costs.
