Sampson can't controll his back legs.

Well, lately we have noticed that Sampson has been having trouble controlling his back end. Since he is blind, he has always been a bit clumsy, but this is different. We have just started noticing it the last couple of weeks. First of all Sampson just turned one around new years. We noticed that after he has been laying down for a while, and then gets up, its like he can't straighten out his back legs. Then he walks around like he is drunk for a min. or so (backend swinging around all over into things, and back knees giving out and butt almost touching the floor). He gets crazy excited when I come home from work, and he leaps all over the place, and his whole back end wags, not just his tail. So I have been trying to calm him down when I get home to try and keep his movement down, but should we be concerned about a bigger problem? Has anyone ever seen hip problems in a dane so young? I was told that his eye problems are neurological, so we don't know if his mobility might be something neurological as well. Let me know if anyone else has ever experienced these issues with a dane so young.
