Off Leash and Jumpy

This isn't about a Dane, except that the dog involved doesn't like Molly... I'm looking for advice on how others have handled similar situations.

There is someone in my neighborhood whose dog is a nuisance and has rushed me (& my hubby & Molly) on multiple occasions. The first few times it was in the owners' front yard - once when the dog dashed out the front door, another when it slipped the gate, and a third when the owner didn't have it leashed in the front yard. Each time, the dog was territorial and barked at us. Last night, Bryan & I were walking Molly in the neighborhood and saw a dog standing across the street. I stopped, trying to gauge whether the dog would react or not, and while I was trying to decide what to do the dog rushed us. I yelled for help and started trying to figure out what to do if it actually attacked. After I yelled for help, the owner finally responded and called his dog back to him. It turns out he was taking the dog for a walk - off leash - and allowed the dog to get far ahead of him.

I yelled at him to leash the dog, and once it was leashed, I asked Bryan to take Molly. Then I walked over and told him that it was completely unacceptable to walk that particular dog off-leash because it had rushed me on more than one occasion. I pointed out that it was a safety issue because even if his dog didn't bite another dog, it might provoke another dog into biting it. He leashed the dog and walked off.

I am not usually afraid of dogs, but this one scares me. Plus, I don't trust the owner to keep the dog confined to his house/ yard or on a leash. How would you recommend handling this situation? Has anyone faced a similar situation?
